صرف ڈگریاں تقسیم کرنے کے بجائے Skill + Education + Industry ماڈل نافذ ہوگا۔ ہر ضلع میں درج ذیل ادارے قائم کیے جائیں گے تاکہ نوجوانوں کو قابل روزگار بنایا جاسکے:

Official Policy Declaration (English Translation)
Pakistan will depart from producing unemployed generalist degree holders. Under the 'Skill + Education + Industry' framework, each district will house an integrated Technical University/Institute, modern IT Vocational Center, and Agro-Industrial Apprenticeship Hub tied directly to local industry demands.
